Simplified procedure for customs declaration of express cargo

Kazakhstan has simplified customs declaration of express cargo, the press service of the State Revenue Committee reports. According to the ministry, from May 4 to June 30, a pilot project on customs declaration in Kazakhstan in the Keden information system was launched at all checkpoints in Kazakhstan.

This project is being introduced in order to de-bureaucratize the activities of the state body, automate the process of submitting a customs declaration for express cargo, improve and reduce document flow, as well as optimize business processes, the SRC noted.

Express cargo is goods transported within the framework of high-speed transportation for delivery to the recipient on an individual waybill within a minimum period of time, the committee explained. This category of cargo is becoming increasingly popular due to the growth of e-commerce and the acceleration of international trade.

Goals and objectives of the Keden system

During testing of the Keden system, the passenger customs declaration for express cargo and the goods declaration for express cargo will be filled in by customs representatives. The SRC staff will also be responsible for receiving and processing declarations. Customs representatives, as before, can submit documents in hard copy, attached without fail to the declaration for express cargo. The introduction of the automated system “Keden " is designed to significantly simplify and speed up the declaration process, reducing the amount of paperwork and minimizing the likelihood of errors when filling out documents.

The Keden system will be used to complete both the passenger customs declaration for express cargo and the goods declaration. The system is designed to simplify and speed up the declaration process, which will ensure more efficient management and processing of documents.

Payment of customs duties

The budget classification code 106119 will be used in the Keden information system for issuing and debiting customs payments and taxes based on declarations for goods for express cargo. Customs payments are paid in full, which is important for ensuring transparency and timely payments, contributing to the stable filling of the state budget.

Requirements for an electronic digital signature

An electronic digital signature (EDS)is required to work in the Keden system National Certification Center (NCC). This additional requirement is aimed at ensuring the security and authenticity of all operations performed in the system. EDS allows you to ensure that all data entered into the system belongs to the person who is declared in the documents, excluding the possibility of fraud and forgery.

Integration with other systems

The new system involves integration with other information systems and databases, which will allow you to quickly check information about cargo, senders and recipients, as well as about the fulfillment of all necessary formalities. This will significantly speed up the customs clearance process and reduce the burden on customs officials.

Pilot project and future implementation

It is expected that the successful completion of the pilot project and the subsequent implementation of the "Keden" system on a permanent basis will lead to a significant increase in the efficiency of customs administration in Kazakhstan.
